• Surly Badgersaur on the battlefield
• Cartographer on the battlefield
• Sheltered Thicket in hand

Steps

1. Cycle Sheltered Thicket for due to Fluctuator
2. Escape Protocol and Surly Badgersaur trigger
3. Stack the triggers such that Surly Badgersaur's ability resolves first, creating a treasure token
4. Resolve Escape Protocol's ability using to pay for it to blink Cartographer
5. When Cartographer ETBs, return Sheltered Thicket to your hand
6. Resolve the cycling trigger and draw a card
