Steps

1. Activate Blazing Rootwalla's cycling ability by paying and discarding it, discarding it into exile due to its madness ability
2. Blazing Rootwalla's madness ability triggers, causing you to pay to cast it from exile
3. Activate Phyrexian Altar by sacrificing Blazing Rootwalla, adding
4. When Blazing Rootwalla dies, Mortuary triggers, putting it from your graveyard onto the top of your library
5. Resolve the cycling ability from step 1, causing you to draw Blazing Rootwalla from the top of your library
6. Repeat
