Steps

1. Activate Basking Rootwalla's cycling ability by paying and discarding it, discarding it into exile due to its madness ability
2. Basking Rootwalla's madness ability triggers, causing you to pay to cast it from exile
3. Activate Phyrexian Altar by sacrificing Basking Rootwalla, adding
4. When Basking Rootwalla dies, Mortuary triggers, putting it from your graveyard onto the top of your library
5. Resolve the cycling ability from step 1, causing you to draw Basking Rootwalla from the top of your library
6. Repeat
