Steps

1. Activate up to seven lands by tapping them, adding at least
2. Cast Rally the Galadhrim by paying and tapping Warden of the Eye and Great Whale, targeting Warden of the Eye Rally the Galadhrim's conspire ability triggers, copying it, targeting Great Whale
3. Resolve the copy of Rally the Galadhrim, creating a token copy of Great Whale
4. When the Great Whale token enters the battlefield, it triggers, untapping up to seven lands
5. Resolve the original Rally the Galadhrim, creating a token copy of Warden of the Eye
6. When the Warden of the Eye token enters the battlefield, it triggers, returning Rally the Galadhrim from your graveyard to your hand
7. Repeat, tapping the Warden of the Eye and Great Whale tokens when casting Rally the Galadhrim instead
