Steps

1. Activate Arcane Signet by tapping it, adding
2. Cast Mystic Speculation with buyback by paying
3. Hullbreaker Horror triggers, returning Arcane Signet to your hand from the battlefield
4. Resolve Mystic Speculation, causing you to scry 3 and returning Mystic Speculation to your hand
