Steps

1. Cast Rite of Replication by paying , creating three token copies of Lullmage Mentor
2. Whenever an opponent casts a spell, activate a Lullmage Mentor by tapping seven Merfolk you control, countering that spell
3. Each Lullmage Mentor triggers, creating three times that many 1/1 Merfolk creature tokens
4. Repeat from step 2
