Steps

1. Activate Kaya's second loyalty ability by removing two loyalty counters from it, causing you to double any tokens you create this turn
2. Activate Quina by paying and sacrificing a Frog
3. When the Frog dies, Pitiless Plunderer triggers, creating two Treasure tokens and two 1/1 Frog creature tokens due to Quina and Kaya, Geist Hunter
4. Resolve the Quina ability, putting a +1/+1 counter on it
5. Activate two Treasures by tapping and sacrificing them, adding
6. Repeat from step 2
