Steps

1. Cast Dockside Extortionist by paying
2. Dockside Extortionist enters the battlefield, creating at least three Treasure tokens
3. Activate two Treasure tokens by tapping and sacrificing them, adding
4. Activate Phyrexian Altar by sacrificing Dockside Extortionist, adding
5. Dockside Extortionist dies, triggering Decaying Soil, causing you to pay to return Dockside Extortionist from your graveyard to your hand
6. Repeat
