Steps

1. Activate Twilight Drover by paying and removing a +1/+1 counter from it, creating two 1/1 Spirit creature tokens with flying and a 1/1 Frog creature token Activate Phyrexian Altar three times by sacrificing the Spirits and Frog, adding
2. When the Spirits and Frog die, Twilight Drover triggers three times, putting three +1/+1 counters on itself
3. Repeat
