Steps

2. Birgi triggers, adding

4. Mortuary and Liliana trigger
5. Resolve the Mortuary trigger, putting Shivan Devastator on top of your library from your graveyard
6. Resolve the Liliana trigger, causing you to draw Shivan Devastator
