• You have at least one card in hand

Steps

1. Activate Harnfel by discarding a card
2. Glint-Horn Buccaneer triggers, dealing 1 damage to each opponent
3. Niv-Mizzet triggers, causing you to draw that many cards
4. Resolve the Harnfel ability, exiling the top two cards of your library with the ability to play them until end of turn
5. Repeat
