Steps

1. Cast Haze of Rage with buyback by paying
2. Birgi and Haze of Rage's Storm ability trigger
3. Resolve Birgi's ability, adding
4. Resolve Haze of Rage's ability, copying Haze of Rage for each spell cast before it this turn
5. Resolve all copies of Haze of Rage, giving creatures you control +1/+0 until end of turn for each copy and returning the original Haze of Rage to your hand
6. Repeat
