Steps

1. Cast Crown of Flames by paying targeting The Howling Abomination
2. Birgi, The Howling Abomination and Runaway Steam-Kin trigger
3. Resolve the Birgi trigger, adding
4. Resolve the The Howling Abomination trigger, giving it +2/+2 until end of turn and dealing 2 damage to each opponent
5. Resolve the Runaway Steam-Kin trigger, putting a +1/+1 counter on it
6. Activate Crown of Flames' second ability by paying , returning it from the battlefield to your hand
7. Repeat two additional times
8. Activate Runaway Steam-Kin by removing three +1/+1 counters from it, adding
