Steps

1. Cast Burning Inquiry by paying
2. Birgi triggers, adding
3. Resolve Burning Inquiry, causing each player to draw three cards and discard three cards at random
4. Cast Burning Inquiry from your graveyard for its escape cost by paying and exiling 3 cards from your graveyard
5. Repeat from step 2
