• Meletis Charlatan does not have summoning sickness

Steps

1. Cast Dramatic Reversal by paying
2. Holding priority, activate Meletis Charlatan by paying to copy Dramatic Reversal
3. Let the copy resolve, untapping all nonland permanents you control
4. Activate nonland permanents by tapping them, adding at least
5. Repeat from step 2
