Steps

1. Activate Goblin Bombardment by sacrificing a persist creature that does not have a -1/-1 counter on it
2. When the creature dies, its persist ability and Bhaal trigger
3. Resolve the Bhaal trigger, putting a +1/+1 counter on the remaining persist creature
4. Resolve the sacrificed creature's persist trigger, returning it from your graveyard to the battlefield with a -1/-1 counter on it
5. Resolve the Goblin Bombardment ability from step 1
6. Repeat
