Prerequisites

• Falco Spara, Pactweaver on the battlefield
• Sensei's Divining Top on the battlefield
• Surge Conductor on the battlefield
• Cemetery Prowler on the battlefield

Steps

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library
2. Cast Sensei's Diving Top from the top of your library by paying and removing a counter from a creature you control
3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it
4. Repeat
