Steps

1. Declare Smaug and Hellkite Charger as attackers, triggering their abilities
2. Resolve the Smaug trigger, dealing at least 7 damage to Raphael
3. Raphael triggers, adding at least seven
4. Resolve the Hellkite Charger trigger, causing you to pay to untap all attacking creatures you control and get an additional combat phase after this one
5. Repeat each combat phase
