Steps

1. Cast Metallic Sliver by paying
2. The Vision and Scarlet Witch triggers, adding and putting a +1/+1 counter on it
3. When Metallic Sliver enters, it triggers, dealing 1 damage to target player or planeswalker and causing you to gain 2 life due to its ability and lifelink
4. Activate Metallic Sliver by paying 2 life, returning it from the battlefield to your hand
5. Repeat
