Prerequisites

• Falco Spara, Pactweaver on the battlefield
• The Thirteenth Doctor on the battlefield
• Sensei's Divining Top on the battlefield
• Cloud Key on the battlefield
• There is at least one counter on a creature you control
• "Artifact" chosen with Cloud Key

Steps

1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library
2. Cast Sensei's Divining Top from the top of your library by paying and removing a counter from a creature you control
3. The Thirteenth Doctor's first ability triggers, putting a +1/+1 counter on itself
4. Repeat
