Steps

1. Activate Bartolomé del Presidio by sacrificing a Villain without a finality counter on it
2. When the Villain dies, Thunderbolts Conspiracy triggers, returning it from your graveyard to the battlefield without a finality counter on it due to Solemnity
3. Resolve the Bartolomé del Presidio ability
4. Repeat
