Steps

1. Cast Strength of Will by paying , targeting Herd Baloth
2. Put a +1/+1 counter on Herd Baloth
3. Herd Baloth triggers, creating a creature token
4. When the creature token enters, Warstorm Surge triggers, dealing damage to Herd Baloth
5. Herd Baloth triggers, putting a +1/+1 counter on it
6. Repeat from step 3
