Steps

1. Cast Howl of the Horde by paying and sacrificing a creature with power two or greater
2. Howl of the Horde's casualty ability triggers, creating two copies of it due to Twinning Staff
3. Resolve each Howl of the Horde, causing you to copy the next instant or sorcery spell you cast six times
4. Cast Infectious Inquiry by paying
5. Each Howl of the Horde triggers, copying Infectious Inquiry a total of nine times due to Twinning Staff
6. Resolve each Infectious Inquiry, causing each opponent to get ten poison counters, and causing you to lose twenty life and draw twenty cards
7. Each opponent loses the game due to having ten or more poison counters
