Steps

1. Activate Meticulous Excavation by paying , returning Azor from the battlefield to your hand
2. Cast Azor by paying
3. Azor enters the battlefield, preventing opponents from casting instants or sorceries during their next turn
4. Repeat each turn

Results

• Opponents cannot cast instant spells during their turns
• Opponents cannot cast sorcery spells
