Steps

1. Animate White Lotus Tile using The Blackstaff of Waterdeep
2. Activate White Lotus Tile by tapping it, adding at least three mana of any color
3. Activate Voltaic Construct by paying , untapping White Lotus Tile
4. Repeat from step 2
