Steps

2. Return Trapjaw Kelpie to the battlefield with the persist trigger, giving it a -1/-1 counter
3. Sacrifice Trapjaw Kelpie to Altar of Dementia to mill target player equal to Trapjaw Kelpie's power
4. Return Trapjaw Kelpie to the battlefield with the Luminous Broodmoth trigger, giving it a flying counter
