Steps

1. Csat Change of Heart with buyback by paying
2. Each Stormsplitter you control triggers, creating that many token copies of Stormsplitter
3. Resolve Change of Heart, returning it to your hand
4. If you control at least eight Stormsplitters, activate Phyrexian Altar four times by sacrificing four Stormsplitter tokens, adding
5. Repeat
