Steps

1. Activate Undercity Scrounger by tapping it, creating a Treasure token
2. The Treasure token enters the battlefield as a 0/0 artifact creature, and therefore dies as a state-based action due to having zero toughness
3. Intruder Alarm triggers, untapping all creatures
4. Repeat
