Steps

1. Pay to Neurok Transmuter to make Kiki-Jiki into an artifact
2. Pat to Neurok Transmuter to make Kiki-Jiki blue
3. Tap Kiki-Jiki to make a copy of Norritt
4. Tap the copy to untap Kiki-Jiki
5. Repeat
6. Cast To Arms! untapping all your creatures
