Steps

1. Cast Cerulean Wisps for targeting Kiki-Jiki, making Kiki-Jiki blue
2. Tap Kiki-Jiki to make a copy of Norritt
3. Tap the copy to untap Kiki-Jiki
4. Repeat for infinite tapped tokens with haste
5. Cast To Arms! to untap your tapped tokens
