Soulless Jailer, and Eye of the Storm

Prerequisites

• Soulless Jailer on the battlefield
• Eye of the Storm on the battlefield

Steps

1. Whenever a player casts an instant or sorcery spell, Eye of the Storm triggers, exiling the spell and allowing them to cast a copy of each instant and sorcery card exiled by Eye of the Storm without paying its mana cost
2. Because Soulless Jailer prevents noncreature spells from being cast from exile, no player may cast spells as permitted by Eye of the Storm

Results

• Lock
• Exile all instants and sorceries players cast from their hand
• Players can't cast spells exiled by Eye of the Storm
