Steps

1. Activate Will by tapping it Cast Whirlwind Technique by paying its mana cost reduced by Will, targeting any applicable target(s)
2. Holding priority, cast Naru Meha by paying its mana cost reduced by Will
3. When Naru Meha enters, it triggers, copying Whirlwind Technique targeting Naru Meha
4. Resolve Whirlwind Technique, airbending Naru Meha
5. Holding priority, cast Naru Meha from exile by paying due to Will
6. Repeat from step 4
