Steps

1. Cast Devastating Onslaught by paying , targeting a creature you control
2. Holding priority, cast Naru Meha by paying
3. When Naru Meha enters the battlefield, it triggers, copying Devastating Onslaught, targeting Naru Meha
4. Resolve the copy of Devastating Onslaught, creating a token copy of Naru Meha
5. Put either Naru Meha into your graveyard due to the legend rule
6. Repeat from step 3
