• Naru Meha, Master Wizard in hand or in the command zone
• Ballad of the Black Flag in the graveyard
• plus commander tax if applicable available

Steps

1. Cast Whirlwind Technique by paying its mana cost, targeting any applicable target(s)
2. Holding priority, cast Naru Meha either from your hand or command zone by paying its mana cost plus commander tax if applicable, reduced by Ballad of the Black Flag
3. When Naru Meha enters, it triggers, copying Whirlwind Technique targeting Naru Meha
4. Resolve Whirlwind Technique, airbending Naru Meha
5. Holding priority, cast Naru Meha from exile by paying due to Ballad of the Black Flag
6. Repeat from step 3
