Steps

1. Cast Whirlwind Technique by paying its mana cost, targeting any applicable target(s)
2. Holding priority, cast Naru Meha by paying its mana cost reduced by Animar
3. Animar triggers, putting a +1/+1 counter on it
4. When Naru Meha enters, it triggers, copying Whirlwind Technique targeting Naru Meha
5. Resolve Whirlwind Technique, airbending Naru Meha
6. Holding priority, cast Naru Meha from exile by paying reduced by Animar
7. Repeat from step 3
