Steps

2. Holding priority, cast Naru Meha by paying its mana cost reduced by Semblance Anvil
3. When Naru Meha enters, it triggers, copying Avatar's Wrath Resolve Avatar's Wrath, airbending Naru Meha
4. Holding priority, cast Naru Meha from exile by paying due to Semblance Anvil
5. Repeat from step 3
