Steps

1. Activate Ashnod's Altar by sacrificing Eternal Scourge, adding
2. Eternal Scourge is exiled instead of being put into your graveyard due to Rest in Reace
3. Cast Eternal Scourge from exile by paying
4. Rocco triggers, putting a +1/+1 counter on a creature you control and creating a 2/2 Cat or 3/1 Dog creature token
5. Activate Ashnod's Altar by sacrificing the Cat or Dog, adding
6. Repeat
