Steps

1. Activate Arms Race by paying , putting Boommobile from your hand onto the battlefield
2. When Boommobile enters the battlefield, it triggers, adding or that can only be spent to activate abilities
3. Activate Meticulous Excavation by paying , returning Boommobile from the battlefield to your hand
4. Repeat
