Steps

2. When Proctor of Potential enters, it triggers, causing you to surveil 1
3. Matoya triggers, causing you to draw a card
4. The Locust God triggers, creating a 1/1 Insect creature token with flying and haste
5. When the Insect enters, Proctor of Potential triggers, causing you to surveil 1
6. Repeat
