• Puresight Merrow on the battlefield
• Earthcraft on the battlefield
• Thassa's Oracle in hand

Steps

1. Activate a basic Plains or Island by tapping it, adding Activate Earthcraft by tapping Puresight Merrow, untapping the basic Plains or Island
2. Activate Puresight Merrow by paying and untapping it, exiling the top card of your library
3. Repeat until your deck size is less than or equal to 2 plus your devotion to blue
4. Cast Thassa's Oracle by paying
5. When it enters, it triggers, causing you to win the game
